Of the two major problems restricting the Alliance's recruitment, the restrictions imposed by the agreement are not easy to resolve completely.
After all, during the negotiations, the Alliance promised that the port leased by them would not be used for military operations against the Dark Eldar.
Of course, there are quite a few details to this statement, clearly explaining what it means to be 'targeting the Dark Eldar'.
These rules, taken together, essentially blocked all alliances from using these eight leased ports to reinforce their troops in Comoros.
It's actually quite reasonable. Expecting the Dark Eldar to use the eight ports to massively increase their troops and stockpile them in the Comoros is absurd; the Dark Eldar would never allow that. They also have personnel in these eight leased ports, which are under joint management, and the alliance will strictly monitor their use.
If the alliance doesn't want to immediately break the agreement and start a war, it can't do it openly.
However, rules are rules, but there are always ways to find solutions.
For example, the regulations allow the Alliance to use Veil Gates for military operations, but only for the 'passing through' of troops. An Alliance army in the real universe can use a Veil Gate to reach Comoros and then quickly pass through another Veil Gate to reach another location in the real universe.
This is for rapid, high-speed maneuvering over extremely long distances in the real universe. It often occurs when Alliance forces on expeditions suffer significant losses in a particular battle.
In the past, in such a situation, the entire army would have to retreat to rest and regroup, waiting for reinforcements to arrive and replenish personnel and equipment before they could regain their fighting strength and continue the war. But now, with the Veil Spirit Gate, they can replenish their forces while fighting.
Previously, it would take one to two years for a reinforcement force to be sent from the Allied Central Command to arrive, and the Army Group Headquarters would then have to allocate these personnel and equipment to the various front lines. Now, the entire process has been shortened to less than a month.
This is certainly a significant change.
Throughout this process, the alliance can also attempt to make some minor moves.
Starships are not easy to deal with. Even small starships are quite large targets and not easy to hide.
However, it is much more convenient for the mobilization of army personnel who often number in the tens or hundreds of thousands.

And the punishments were mostly 'reprimands' or 'salary deductions'.
When questioned by the Dark Eldar about whether this was the Alliance making military preparations for the next offensive, or whether they were going to break the peace agreement and start another war, humanity categorically denied it.

What can the Dark Eldar do?
They didn't have any particularly good solutions. Although the alliance was breaking the rules, at least they were mindful of the treaty and didn't openly violate them. Unless they found this situation completely unacceptable and reignited the war, all they could do was continue to increase oversight and reduce the frequency of such incidents.
Moreover, those concession ports were still subject to some treaty restrictions, but in Queen's Rose and Pursat Port, the alliance was almost recklessly increasing its troop presence in the Comoros. The Blacks were always protesting, but when asked, they always said it was to protect the Comoros, to protect the shared property and friendship of both races.
The treaty limits the total number of human troops stationed in the Comoros. The Alliance signed it in black and white, but so what? To this day, every time the Blacks protest, the Alliance simply shuts it down with a "not exceeding the prescribed number." If you insist there is a limit, then come and check.

However, the other major obstacle to the alliance's troop buildup is almost impossible to solve.
The Terra Expeditionary Force is leaving.
The Alliance wasn't unwilling to do this. After all, it had already been agreed upon with Robert. One of the core reasons for urging peace talks was to quickly release Robert and his army from Comoros and return them to the real universe, back to Holy Terra.
Following the peace talks, according to the terms of the talks, the Dark Eldar would share with humanity most of the coordinates of the Veil of Spirit Portals in the real universe that they possessed.
This is similar to the Alliance's dishonesty in enforcing troop restrictions; the Dark Eldar are just as dishonest. Let alone sharing the majority, Alliance members believe that the number of portal coordinates they've shared is probably only one-thousandth of the number they actually control. They've provided hundreds of coordinates, seemingly widely distributed, but there's definitely a huge number of veiled portals still in their hands, none of which have been leaked to the Alliance.
Faced with the Alliance's protests and questions, they simply shut them down with the statement, "These are all the Veiled Spirit Gates we have."
However, among the coordinates they shared, the most important one was a veiled spirit gate located very close to Holy Terra.
It is located in the galaxy of Titan V.
From Titan V, a single interplanetary tunnel jump would allow one to reach the solar system.
This veiled spiritual gate is located in an asteroid belt on the edge of the V-Star system. Due to its great distance from human-inhabited planets and the relatively scarce mineral reserves in the asteroid belt, it is rarely visited.
Even if human ships occasionally arrive here, it is difficult for them to penetrate deep into the asteroid belt.
The key issue is that doing so is completely pointless.
But who would have thought that deep within the asteroid belt, there was a small veiled spirit gate belonging to the Dark Eldar?
The initial purpose of this veiled spirit gate was simply to teleport some dark-skinned people over for reconnaissance.
It was completely incapable of supporting a large expeditionary force to pass through, and its throughput was far below the required standard.
However, this problem is easy to solve.
A small fleet, carrying the equipment and materials for building the large Veil Spirit Gate—which were 'purchased' from the Dark Eldar—arrives on the other side and begins construction.
After completing the construction, Robert and his expeditionary force left.
