The previous chapter gave too much information at once. I was worried that some readers might not understand, which would affect their subsequent reading experience, so I'm opening a separate chapter to sort things out.
1. The Kui Dragon Elders Council is similar to the UN Security Council. Although anyone can convene the Elders Council, only the "Rotating Elder" can receive intelligence from the various branch舵 and issue resolutions from the Elders Council to the various branch舵.

The current plot has two main threads.

However, these two threads are not independent, but are often intertwined, and will eventually converge at one point.
