"Ragnarok," Aaron said succinctly, delivering a heavy blow to Thor's heart. "To tell you the harsh truth you don't want to hear, Hela will try to stop Ragnarok, but she may not be able to."
After all, this is an Asgardian doomsday prophecy. Prophecy is a kind of fate, and the Goddess of Death is not Gaius; she cannot transcend fate.
To put it more bluntly, Hela would never have had the chance to lead the people of Asgard to their doom, because Asgard would have already perished before that.
