Most of these buildings are low and square, made of a variety of materials, including neatly cut precast concrete slabs and frames welded from twisted steel recovered from the ruins, covered with rusted iron sheets or thick impact-resistant composite panels.
They were packed tightly together, leaving almost no extra space, forming a suffocating, honeycomb-like three-dimensional maze.
Narrow passageways, barely wide enough for a few people to walk side by side, meander through these buildings like a spider web. Most areas are perpetually dark, relying on sparsely spaced fluorescent tubes that flicker with an unsteady light for illumination.
On the periphery of the settlement, especially on the landward side, stands a formidable composite defensive wall.

It operates under a highly centralized, hierarchical, and militarized system of control.
The "Control Army" under the "Revival Society" is the main force for maintaining order and defense. They are equipped with stockpiled standard weapons, wear uniform but obviously worn dark blue uniforms, and have absolute authority.
Alongside them were "private soldiers" loyal to the royal family, the Chinese, and major financial groups. They were often better equipped and acted more arrogantly.
The top floor of the entire Kyoto community is occupied by the core members of the "Revival Society" and their families, who enjoy a relatively "comfortable" life and absolute security.
The middle level consisted of technicians, skilled workers, and lower-ranking officers; they were the backbone of maintaining the settlement's operation and barely made ends meet.
